Creates the Water Infrastructure Revolving Fund within the State Treasury administered by the Oklahoma Water Resources Board.

Fund consists of all monies from any public or private source designated for deposit, with no fiscal year limitations.

Authorizes the Oklahoma Water Resources Board to budget and expend fund monies for establishing and maintaining critical water infrastructure statewide.

Expenditures require warrants issued by the State Treasurer against claims approved by the Director of State Finance.

Effective date is November 1, 2011.
