Creates the Business and Professional License Facilitation Task Force to exist until December 1, 2011, to study governmental models in Florida, Ohio, and other states that have established centralized licensing systems.

Task force shall evaluate the feasibility of establishing a similar centralized model in Oklahoma, including infrastructure design, consolidation opportunities, fiscal impacts, and implementation methods.

Comprises 15 members including the Secretary of Commerce, State Chief Information Officer, Director of State Finance, three state senators, three house members, and six governor-appointed representatives from licensed professions.

Requires seven members as a quorum, with the Governor appointing the chair and vice chair by September 1, 2011; all meetings must comply with the Oklahoma Open Meeting Act.

Task force must submit findings and recommendations, including draft legislative modifications, to legislative leaders and the Governor by December 1, 2011.
