Requires DNA testing upon arrest for specified felony crimes and certain misdemeanors including assault and battery, domestic abuse, stalking, drug possession, and firearm violations.

Excludes individuals who previously submitted DNA samples with valid profiles in the OSBI DNA Offender Database from additional testing.

Authorizes collection of DNA samples by Department of Corrections employees, peace officers, or sheriff's office personnel trained in proper collection procedures, with samples to be submitted to OSBI within 10 days.

Establishes $15.00 fee for DNA testing collection paid to the collecting agency by persons not processed at the Lexington Assessment and Reception Center.

Becomes effective November 1, 2011.
