Amends 70 O.S. 2001, Section 23-101 to authorize the Oklahoma Educational Television Authority to develop the Oklahoma Public Events Network (OPEN).

Directs OPEN to provide public access to daily sessions of the Oklahoma Legislature when in session, viewable by television, internet, or other means.

When the Legislature is not in session, OPEN shall broadcast meetings of state agency governing boards and commissions, public hearings, and other events of public interest.

Confirms the Oklahoma Educational Television Authority's existing authority to issue revenue bonds payable from dedicated revenues for educational television facilities.

Effective date: November 1, 2011.
