Modifies special election requirements for vacancies in federal, state, and county offices by changing the triggering date from "after March 1" to "in an even-numbered year" for when special elections are not required.

Allows State Senators to file irrevocable resignations effective after the General Election but before the next Legislature convenes, enabling special elections to be held during regular election cycles in even-numbered years.

Requires special elections held in even-numbered years to use the same filing and election dates as regular Primary, Runoff Primary, and General Elections when practicable.

Applies deadline changes to elections for State Senators and Representatives, county commissioners, and other county officials whose terms expire in the same or following year.

Declares an emergency effective date and limits the bill's application to special elections called on or after the act's effective date.
