Creates new felony offenses of "domestic assault or domestic assault and battery with a dangerous weapon" (up to 10 years imprisonment) and "domestic assault and battery with a deadly weapon" (up to life imprisonment) for attacks on family members, household members, or dating partners

Adds aggravated assault and battery upon a person defending another from assault to the list of crimes requiring 85% of the sentence to be served before parole eligibility

Increases punishment for maiming from maximum 7 years to maximum life imprisonment, and increases punishment for aggravated assault on law enforcement officers from maximum 5 years to maximum life

Creates new felony for aggravated assault and battery on law enforcement that results in maiming, punishable by 5 years to life imprisonment

Prohibits pretrial release programs from releasing persons arrested for domestic assault and battery with a dangerous weapon or deadly weapon without court appearance, effective November 1, 2011
