Increases the negotiation threshold for public construction contracts from $2,500 to $5,000, allowing contracts under this amount to be negotiated with qualified contractors without competitive bidding.

Authorizes the Department of Central Services Construction and Properties Division to award contracts using best value competitive proposals as an alternative to lowest-bid selection, with rules to be established by the department.

Allows the Oklahoma Conservation Commission to delegate emergency declaration authority to its Executive Director for contracts under a set monetary limit, limited to reclamation of abandoned coal mines or repair of damaged upstream floodwater retarding structures.

Modifies wrap-up insurance program restrictions by allowing them on contracts of $75,000,000 or more when they provide cost savings or address specialized/complex insurance needs, while prohibiting them on smaller contracts.

Becomes effective November 1, 2011.
