Authorizes courts to implement a payment schedule for fines and fees imposed on persons convicted of nonviolent offenses, excluding sex offenders required to register.

Payment schedule provides no mandatory payment for the first year after release, with 20% of the total balance automatically deducted, and 20% annually thereafter until eliminated.

Schedule revocation occurs if the person pleads guilty or nolo contendere to any offense during repayment, except traffic and parking violations, with the full balance immediately due.

Applies only to convictions occurring on or after the bill's effective date of November 1, 2011.
