Authorizes the Director of the State Department of Rehabilitation Services to request early transfer of tax collections to the General Revenue Fund through the Director of the Office of State Finance to address cash-flow problems.

Permits the Director of Rehabilitation Services to request transfers from the Rehabilitation Services Federal Fund to Disbursing Funds and Medical and Assistance Funds for expenditure in client service, supported employment, and independent living programs.

Requires the Director of the Office of State Finance to transfer General Revenue Fund appropriations to Rehabilitation Services Disbursing Funds in requested amounts and ratios, not to exceed cumulative amounts of equal monthly allotments.

Allows interyear transfers of monies between fiscal years 2011 and 2012 to satisfy encumbrances and obligations, with equal amounts transferred back, subject to written requests and record maintenance by the department.

Becomes effective July 1, 2011, with an emergency clause allowing it to take effect upon passage and approval.
