Director of the Office of State Finance shall transfer monies from the General Revenue Fund and 245 Fund to the Oklahoma Health Care Authority's disbursing funds as requested, with cumulative transfers not exceeding equal monthly allotments.

Monies appropriated or collected for fiscal year ending June 30, 2012 may be transferred to disbursing funds for fiscal year ending June 30, 2011 to satisfy encumbrances, with equal amounts transferred back from FY 2011 to FY 2012 appropriations.

All transfer requests must be submitted in writing to the Director of the Office of State Finance, and the Oklahoma Health Care Authority must maintain records of all interyear transfers.

Director of the Oklahoma Health Care Authority may request early transfer of tax collections to the General Revenue Fund through the Director of the Office of State Finance to address cash-flow problems.

Act becomes effective July 1, 2011, with an emergency declaration for immediate implementation.
