Amends Oklahoma's Uniform Controlled Dangerous Substances Act by clarifying the Director of the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control's authority and terminology.

Grants the Director power to seek court injunctions to prohibit commercial sale of specific unscheduled chemicals/substances if evidence shows current or imminent danger to public health and a pattern of abuse.

Injunctions granted under this authority expire automatically at the next regular legislative session unless the Legislature takes action to schedule the substance as a controlled dangerous substance.

Requires the Director to provide at least 30 days' notice before any hearing and mandates publication in newspapers and posting on the bureau's website before seeking an injunction.

Legislation becomes effective July 1, 2012, with emergency provisions allowing immediate implementation upon passage and approval.
