Directs the Insurance Department, in collaboration with the State Department of Health, to establish and maintain a comprehensive health care information system published on a website showing approximate pricing for health care services and pharmaceuticals.

System purpose is to serve as a resource for insurers, employers, providers, and consumers to review health care utilization, expenditures, and performance, and to enhance consumers' ability to make informed, cost-effective health care choices.

Requires a memorandum of understanding between the Insurance Department and State Department of Health covering data sets, limited-use data criteria, compliance procedures, and implementation timeline.

Prohibits the system from including or disclosing data containing direct personal identifiers such as names, addresses, email addresses, telephone numbers, or social security numbers.

Effective date is November 1, 2012; directs the Insurance Commissioner and State Board of Health to promulgate necessary rules.
