ENGROSSED SENATE CONCURRENT RESOLUTION NO. 42

• Authorizes the Board of Regents of Northern Oklahoma College to issue revenue bonds not exceeding $7,500,000 for an energy performance management contract covering the Tonkawa and Enid campuses, including energy-efficient upgrades, water conservation fixtures, and heating/cooling improvements.

• Authorizes the Regional University System of Oklahoma to issue revenue bonds not exceeding $20,000,000 to construct and equip a student housing facility at Northeastern State University in Tahlequah, including furnishings, equipment, and related landscaping.

• Specifies that both sets of revenue bonds are not general obligations of the State of Oklahoma and are payable solely from pledged revenues, with no obligation for the Legislature to appropriate funds for repayment.

• Mandates distribution of the resolution to the Board of Regents of Northern Oklahoma College, the Regional University System of Oklahoma, and the Oklahoma State Regents for Higher Education.
