OK SJR25

Directs the Secretary of State to refer a proposed amendment to Section 10 of Article VI of the Oklahoma Constitution to voters for approval or rejection.

Grants the Pardon and Parole Board authority to directly grant parole for nonviolent offenses, with conditions and restrictions as determined by board majority vote.

Restricts the Pardon and Parole Board's authority regarding violent offenses defined in Section 13.1 of Title 21 and exceptions under Section 571 of Title 57 of Oklahoma Statutes to recommendations only; Governor retains power to grant or deny parole on such cases.

Maintains prohibition on Pardon and Parole Board authority to recommend parole for persons sentenced to death or life imprisonment without parole.

Requires the Pardon and Parole Board to report annually to the Legislature on all paroles granted, including the names of paroled persons, crimes of conviction, conviction dates and locations, and parole dates.
