OK SJR51

Amends Section 10 of Article VI of the Oklahoma Constitution to grant the Pardon and Parole Board authority to grant parole for all offenses except death sentences and life sentences without parole.

Clarifies that the Governor retains authority to grant pardons, commutations, and paroles only for offenses not eligible for parole by the Board, and can grant reprieves up to 60 days without Board action.

Provides that a full pardon by the Governor restores civil rights that were lost, diminished, or suspended by the conviction, except where civil rights were lost for other offenses without a full pardon.

Requires the Governor to report to the Legislature at each regular session all pardons, commutations, paroles, and reprieves granted, including defendant names, crimes, conviction dates and places, and clemency dates.

Requires the Pardon and Parole Board to report to the Legislature at each regular session all paroles granted, with names of parolees, their crimes, conviction dates and places, and parole dates.
