Proposes an amendment to Section 10 of Article VI of the Oklahoma Constitution to grant the Pardon and Parole Board authority to grant parole for nonviolent offenses by majority vote.

Clarifies that the Board has no authority to make parole recommendations for persons sentenced to death, life imprisonment without parole, or those sentenced under Section 13.1 of Title 21 (child sex offenders).

Establishes that a full pardon granted by the Governor restores all lost or suspended civil rights unless those rights were lost for another unpardoned criminal offense.

Requires both the Governor and the Pardon and Parole Board to report all clemency actions (pardons, paroles, commutations, reprieves) to the Legislature at each regular session with case details.

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection through a referendum process.
