Disapproves the adoption of the Oklahoma Comprehensive Water Plan for any official use by the Legislature, Oklahoma Water Resources Board, or any other state agency.

Criticizes the plan for lacking serious scientific fact and useful information despite costing nearly $16 million.

Objects to inadequate treatment of non-consumptive water uses (environmental, recreational, and tourism needs) in the plan.

Finds fault with the arbitrary method proposed for determining excess and surplus water available for use outside basin of origin, claiming it fails to adequately protect basins during drought.

Directs distribution of the resolution to the Governor, Secretary of Environment, and Executive Director of the Oklahoma Water Resources Board.
