Proposes amendment to Section 28 of Article X of the Oklahoma Constitution to clarify language regarding sinking funds for counties, townships, school districts, cities, and towns.

Amends constitutional language to replace ambiguous phrasing with clear statement that municipalities must levy sufficient revenue for interest payments, bond payments, and judgment payments.

Directs Secretary of State to place the proposed amendment on the ballot for voter approval or rejection.

Requires President Pro Tempore of the Senate to file resolution with Secretary of State and Attorney General immediately after passage.

Includes ballot title identifying the measure as a state question that amends the Oklahoma Constitution to clarify Section 28 of Article 10.
