Calls upon United States Congress to convene a "Single Issue Federal Convention" called the Balanced Federal Budget Amendment Convention limited solely to deciding whether a proposed balanced budget amendment should be sent to states for ratification

Proposes a constitutional amendment requiring the federal government to balance its budget annually, with limited exceptions for war/national emergency (10-year repayment) and two-thirds congressional approval (5-year repayment), and mandates repayment of existing debt within 20 years

Establishes detailed "Addendum Agreement" between calling states defining strict terms, conditions, governance structure, and prohibited activities for the convention, including rules preventing delegates from considering any issues other than the single proposed amendment

Includes provisions for convention officials (Chairman, Vice Chairman, Secretary, Financial Officer, etc.), voting procedures (one vote per state delegation), quorum requirements (34 states), and enforcement mechanisms for violations of the agreement terms

Directs distribution of the resolution to all state legislatures that call for the convention and includes provisions allowing Oklahoma to withdraw its call if Congress voluntarily submits the amendment without alterations
