Proposes constitutional amendment to Section 10 of Article VI of the Oklahoma Constitution to grant the Pardon and Parole Board authority to grant parole for nonviolent offenses.

Restores civil rights to persons receiving full pardons for criminal offenses, except where civil rights have been suspended for other unpardoned offenses.

Requires the Pardon and Parole Board to report annually to the Legislature on all paroles granted, including names of parolees, conviction details, and parole dates.

Maintains existing restrictions preventing parole for persons sentenced to death, life without parole, or under Section 13.1 of Title 21 of the Oklahoma Statutes.

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection in accordance with state law.
