Proposes amendment to Section 1 of Article XXIV of the Oklahoma Constitution to clarify language regarding constitutional amendment procedures.

Directs Secretary of State to refer the proposed amendment to voters at the next regular general election or at a special election if the Legislature orders one by two-thirds vote of each house.

Changes semicolon to period and capitalizes "Provided" in the constitutional text regarding single-subject rule for constitutional amendment proposals.

Establishes ballot title for the measure stating it would "clarify language" in Article 24, Section 1 of the State Constitution.

Requires President Pro Tempore of Senate to file the resolution with Secretary of State and Attorney General immediately after passage.
