Proposes amendment to Section 1 of Article XXIV of the Oklahoma Constitution to clarify language regarding constitutional amendment procedures.

Changes "provided" to "Provided" for grammatical consistency in the constitution text.

Directs Secretary of State to refer the proposed amendment to voters at the next regular general election unless Legislature orders a special election by two-thirds vote.

Ballot measure would allow voters to approve or reject the clarification amendment with a simple majority vote.

Requires President Pro Tempore of Senate to file resolution with Secretary of State and Attorney General immediately after passage.
