Proposes amendment to Oklahoma Constitution Article X, Section 9 to allow school districts to levy an additional property tax of up to 5 mills on the dollar for operational expenses.

Requires approval by a three-fifths (3/5) supermajority of voters before the levy can be implemented by a school district.

Prohibits any state aid or benefits to school districts from being conditioned on, reduced by, or increased by the levying of this new millage.

Directs Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection with a specific ballot title provided.

Designates the Senate President Pro Tempore to file copies of the amendment with the Secretary of State and Attorney General.
