Amends Section 1 of Article XIII-B of the Oklahoma Constitution to restructure the Board of Regents of Oklahoma Colleges from nine members to nine appointed members (removing the State Superintendent of Public Instruction as an ex-officio member).

Requires geographic representation with members residing in counties where five specific regional universities have their main campuses, plus two at-large appointments; all members limited to one full term plus any partial initial term.

Removes compensation limits and outdated provisions regarding executive session voting requirements, employment restrictions with higher education institutions, and meeting attendance penalties.

Establishes a two-year cooling-off period before former board members can work for institutions under the Board's supervision.

Directs the Secretary of State to place the proposed amendment on the ballot with specified ballot language describing the structural changes and new governance requirements.
