Submits a legislative referendum to voters at the next general election regarding jury procedures, pursuant to the Oklahoma Constitution.

Amends Section 106 of Title 38 to update a statutory reference from "act" to "title" in provisions governing the filing and verification of completed petitions for ballot initiatives.

Establishes the ballot title for voter approval, describing the measure as updating a statutory reference related to petitions.

Requires the President Pro Tempore of the Senate to file the referendum order with the Secretary of State and Attorney General immediately after passage.

Becomes effective upon voter approval.
