Creates the Task Force on Rural Economic Development Partnerships, effective until December 31, 2012, to examine rural economic development appropriations and identify inefficiencies and duplicative efforts across all agencies and organizations.

Task force membership comprises nine members: Secretary of Commerce and Tourism, representatives from economic development services, agricultural extension, manufacturers' associations, and business advocacy groups (appointed by Governor), plus directors of Career and Technology Education and State Regents for Higher Education, and two at-large members appointed by legislative leadership.

Secretary of Commerce and Tourism and the economic development services representative serve as co-chairs; five members constitute a quorum; nonlegislative members receive travel reimbursement through their respective agencies.

Task force must submit final report with recommendations to Governor and legislative leadership by November 30, 2012, and terminates automatically by operation of law on December 1, 2012.

Declares emergency for immediate effect upon passage and approval.
