Creates the "Cost Reduction and Savings Act of 2013" to improve state government efficiency and reduce costs

Requires the Office of Management and Enterprise Services (OMES) to publish annual financial services cost-performance assessments and evaluate the ten lowest-ranking state agencies for potential shared services contracts

Allows low-ranking agencies to discontinue shared services only if they can demonstrate to OMES that providing services internally would cost the state less

Authorizes OMES to enter into contracts to carry out the State Employee Assistance Program and establish standards for eligible contracting entities

Expands the Carl Albert Public Internship Program to include associate's degrees and career technology certifications, and allows interns who complete the program to be eligible for classified or unclassified state service positions

Requires employees sharing position identification numbers for 180 days or more to count against an agency's statutory full-time-equivalent position limits; effective November 1, 2013
