Amends 76 O.S. 2011, Section 10.1 to limit liability for landowners who provide land for outdoor recreational purposes

Adds "aviation at non-public-use airports" to the definition of outdoor recreational purposes

Clarifies that "charge" does not include government license/permit fees, hunting/fishing licenses, hunting or fishing leases, or donations at fly-ins at non-public-use airports

Defines "non-public-use airport" as an airport primarily used by the owner with access to the public as permitted by the owner

Becomes effective November 1, 2013
