HB 1023 Summary

• Requires the Oklahoma Employment Security Commission to study and report the fiscal impact of any proposed law or amendment that expands unemployment benefits to the Legislature and Governor before final approval.

• Modifies filing procedures for documents with the Employment Security Commission to include hand delivery, fax, mail, or electronic transmission as valid filing methods.

• Changes "good cause" requirements for voluntary job separation disqualifications to require "substantially unfair treatment" or "substantially difficult working conditions" rather than the previous standard.

• Repeals Section 3-104 (contribution rates for certain employers) and modifies employer experience rating accounts to use "experience rating account" terminology instead of "unemployment experience rate."

• Allows late appeals for overpayment determinations and employer determinations to be filed for good cause shown, and clarifies petition procedures for district court appeals.

• Effective November 1, 2013.
