HB 1031 Summary

• Amends the Supplemental Hospital Offset Payment Program Act by extending the termination date of the hospital assessment fee from December 31, 2014 to December 31, 2017.

• Modifies the base year for calculating net hospital patient revenue assessments, allowing the Authority to establish rules for determining the base year for assessments after 2013 (previously fixed at fiscal year 2009 through 2014).

• Extends the Hospital Advisory Committee membership until December 31, 2017 for members serving as of December 31, 2014, and establishes the permanent committee composition of five members appointed by the Governor, President Pro Tempore, and House Speaker.

• Authorizes the Oklahoma Health Care Authority to transfer Seven Million Five Hundred Thousand Dollars ($7,500,000.00) each fiscal quarter from the Supplemental Hospital Offset Payment Program Fund to the Medical Payments Cash Management Improvement Act Programs Disbursing Fund.

• Becomes effective November 1, 2013, and establishes an emergency rulemaking authority for the Authority to implement the program provisions.
