HB 1036 Summary

• Creates the Oklahoma School Accountability System Validation Task Force to study and assess the state's school accountability system and recommend necessary changes to law and State Board of Education rules by January 31, 2014.

• Task Force consists of 8 members including the Secretary of Education (Chair), State Superintendent of Public Instruction, two school district administrators, two higher education representatives, and chairs of the House and Senate Education Committees.

• Establishes operational procedures including meeting requirements, quorum rules (majority of members), vacancy filling by original appointing authority, and staff support from House, Senate, and State Department of Education.

• Members receive no compensation but may be reimbursed for travel expenses contingent on public or private fund availability.

• Act becomes effective July 1, 2013, with an emergency declaration to take effect immediately upon passage and approval.
