Amends 70 O.S. 2011, Section 11-103.6 to allow high school graduation requirements to be satisfied through "sets of competencies" in addition to traditional course units.

Expands curriculum flexibility by permitting students to complete college preparatory/work ready curriculum requirements through competency-based instruction without regard to specified instructional time.

Modifies mathematics requirements to allow students who complete required courses prior to ninth grade to take other mathematics courses to fulfill the three-unit requirement in grades nine through twelve.

Allows scheduling flexibility including block scheduling and other structures that accommodate competency-based instruction for the minimum six-period enrollment requirement for high school students.

Effective July 1, 2013, with emergency clause for immediate implementation upon passage and approval.
