HB 1055 Summary

• Prohibits operating a motor vehicle on any public street or highway while using a cellular telephone or electronic communication device to compose, send, or read text-based communications while the vehicle is in motion

• Exceptions apply for emergency situations when communicating with emergency response operators, hospitals, physicians' offices, ambulance services, firefighting services, or law enforcement agencies

• Violation subject to fine and court costs not exceeding $500.00

• Municipalities may enact ordinances with identical or more lenient provisions and penalties than those in state law

• Effective date: November 1, 2013
