Amends 21 O.S. 2011, Section 748.2 to establish guidelines requiring human trafficking victims receive shelter, medical care, mental health services, legal assistance, and protection from recapture or intimidation.

Requires peace officers who encounter human trafficking victims to provide written notice of victim rights and inform victims of an emergency hotline number established by the Attorney General.

Mandates law enforcement immediately notify the Department of Human Services when a child may be a victim of human trafficking or sexual abuse, with the child placed in DHS custody for investigation lasting no longer than 72 hours.

Provides that if investigation shows at a show-cause hearing it is more likely than not that a child is a trafficking or sexual abuse victim, criminal charges shall be dismissed and DHS services shall proceed.

Establishes a presumption in prosecutions of persons aged 16-17 for prostitution offenses that they were coerced into the offense by another person in violation of human trafficking provisions.
