Change orders on public construction contracts of $1 million or less cannot exceed 15% cumulative increase over the original contract amount.

Change orders on contracts over $1 million cannot exceed the greater of $150,000 or 10% cumulative increase over the original contract amount.

Change orders exceeding these limits require readvertising for bids on incomplete portions of the contract.

Governing bodies may delegate approval of change orders up to $40,000 or 10% of any contract (whichever is less) to the chief administrative officer, with reports to the governing body at the next regular meeting.

Unit price change orders under $20,000 can use acceptable unit price basis instead of detailed cost itemization; those exceeding $20,000 must use 18-month price history for new items in lieu of cost itemization.
