Extends driver license renewal validity from 30 days past expiration to one (1) year past expiration for purposes of renewing an Oklahoma driver license.

Requires persons whose driving privileges are suspended, canceled, or revoked to apply for a new driver license from the Department rather than having their old license returned upon meeting reinstatement requirements.

Eliminates the requirement that surrendered driver licenses be returned to licensees, instead requiring applicants to apply for new licenses and pass customary written, physical, and driving tests if required.

Establishes that no person has a property interest in the physical driver license issued by the state and requires immediate surrender of licenses upon request by peace officers or Department representatives when driving privileges are suspended, canceled, or revoked.

Becomes effective November 1, 2013.
