• Amends 12 O.S. 2011, Section 158.1 to modify the licensing procedure for private process servers in Oklahoma.

• Requires applicants for a private process server license to cause notice of the hearing to be published one time in a legal newspaper of the county at least 20 days prior to the hearing.

• Applicant is responsible for payment of the publication fee and must file proof of publication affidavit from the newspaper prior to the hearing.

• Court clerk must mail or deliver a copy of the notice at least 20 days prior to hearing to the district attorney, sheriff, and Oklahoma State Bureau of Investigation.

• Declares an emergency, making the act effective immediately upon passage and approval.
