Amends 47 O.S. 2011, Section 11-1116 regarding golf carts and utility vehicles operating on streets and highways in Oklahoma.

Removes the daylight-only operation restriction for golf carts and utility vehicles in municipalities that have adopted ordinances governing their operation, provided such ordinances include necessary vehicle lighting and safety requirements.

All-terrain vehicles may now operate on streets and highways within municipalities if the municipal governing body has adopted an ordinance governing their operation, eliminating the previous daylight-only requirement.

Becomes effective July 1, 2013, with an emergency clause declaring the act takes effect immediately upon passage and approval.
