ENGR. H. B. NO. 1100 Summary

• Adds Section 3-129.11 to Title 70 of Oklahoma Statutes to prohibit the Legislature from enacting new mandates or amendments that increase costs for public school districts without sufficient funding.

• Requires the Office of Educational Quality and Accountability, under the Secretary of Education, to determine prior to enactment whether a measure creates or amends a mandate and calculate the necessary funding amount.

• Establishes that mandates are only permissible if the Legislature appropriates sufficient funding or another funding source is provided to cover implementation costs for public school districts.

• Effective date: November 1, 2013.
