Oklahoma Tax Commission authorized to require employees in positions with access to sensitive law enforcement data to undergo criminal history background checks through the Oklahoma State Bureau of Investigation and Federal Bureau of Investigation.

Employees must submit fingerprints for national criminal history checks via the FBI; Commission receives and maintains the results of background checks.

Employees cannot enroll in Oklahoma Law Enforcement Telecommunications System training until both state and federal background checks confirm no felony record and no participation in deferred sentence or prosecution agreements.

Commission authorized to request searches of National Crime Information Center (NCIC) online and offline files to identify stolen vehicles, but only employees who passed background checks may submit such requests.

Act becomes effective November 1, 2013; Commission authorized to promulgate rules necessary for implementation.
