Prohibits using an electronic communication device to converse, write, send, or read text-based communications while driving in school zones, construction/maintenance zones, or within 500 feet of an intersection, unless using a hands-free device

Violations constitute a misdemeanor punishable by a fine of $500, up to 30 days in county jail, or both

Exempts authorized emergency vehicle operators acting in official capacity and FCC-licensed radio frequency device operators

Defines "electronic communication device" to include cell phones, PDAs, and portable computers used for calls or messaging, but excludes GPS systems and devices integrated into the vehicle
