Amends 19 O.S. 2011, Section 339 to add new powers for county commissioners, including providing incentive awards for voluntary wellness program participation up to the value of the award determined by a Wellness Council.

Authorizes counties to establish a Wellness Council to develop wellness programs for full-time county employees with the goal of reducing health insurance claims and costs through monitoring healthy lifestyle achievements.

Allows counties to create a separate "Wellness Program Fund" as a continuing fund (not subject to fiscal year limitations) consisting of general county funds and grants/donations to support wellness incentives and Council operations.

Requires the Wellness Council to track program participation, insurance premium costs, and fund expenditures annually, reporting findings to county commissioners at a regularly scheduled January meeting in compliance with privacy laws.

Takes effect November 1, 2013.
