HB 1243 Summary

• Amends 21 O.S. 2011, Section 1279 to clarify that the misdemeanor offense of pointing a firearm applies except in cases of lawful self-defense.

• Updates references to "concealed handgun license" to "handgun license" in the Oklahoma Self-Defense Act (21 O.S. 2011, Section 1290.11).

• Clarifies the temporary preclusive period for handgun license eligibility: persons subject to deferred sentences or deferred prosecutions for misdemeanor offenses are ineligible for 3 years beginning upon final determination of the matter.

• Persons convicted of pointing a firearm while holding a handgun license may be subject to administrative violation under Section 1280.

• Effective date: November 1, 2013.
