Amends 37 O.S. 2011, Section 521 to consolidate three separate charitable license types (charitable auction, charitable wine event, and charitable beer event) into a single "charitable event license"

The consolidated charitable event license allows 501(c)(3)-(19) tax-exempt organizations to hold events featuring wine, beer, or both, including tastings, dinners, auctions, or any combination thereof

Sets maximum auction limits at 50 gallons for wine and 150 gallons for beer under the charitable event license

Maintains existing restrictions: only one license per organization per 12-month period, license valid for up to 4 days, and organization does not need a separate special event license

Effective date of July 1, 2013, with emergency clause for immediate implementation upon passage
