ENGR. H. B. NO. 1313 Summary

• Requires each school district board of education to adopt a grading policy for all students in public schools that includes provisions for assigning grades on class assignments, examinations, and final class grades.

• Mandates that grading policies must require classroom teachers to assign grades reflecting the relative mastery of assignments by students and prohibits requiring minimum grades regardless of work quality.

• Allows students a reasonable opportunity to make up or redo class assignments or examinations for which they received failing grades.

• Directs the State Board of Education to promulgate rules for monitoring school district compliance and providing sanctions for noncompliance with grading policy requirements.

• Establishes legislative findings that schools should create environments enabling teachers to instruct students in character development, integrity, work ethic, and civics without restrictions from educational authorities; effective November 1, 2013.
