Amends 37 O.S. 2011, Section 521 to allow brewer license holders to serve free samples of beer produced by the licensee to visitors age 21 and older.

Limits each visitor to a maximum of 12 fluid ounces of beer samples per day, with sampling restricted to a designated area within the licensed premises.

Requires breweries to maintain a current floor plan showing the designated sampling area on file with the Oklahoma Alcoholic Beverage Laws Enforcement (ABLE) Commission and prohibits visitors under 21 from entering the sampling area during distribution or consumption.

Restricts beer sampling to between 10 a.m. and 9 p.m., and specifies that brewery samples are not considered "sales" under the Oklahoma Constitution but are subject to excise tax as beer removed from the brewery for consumption.

Effective date: November 1, 2013.
