Amends Oklahoma insurance laws (36 O.S. 2011, Sections 307.3, 307.5, and 362) to modify fees deposited into the State Insurance Commissioner Revolving Fund and Insurance Department Anti-Fraud Revolving Fund.

Excludes fees paid to the Insurance Department Anti-Fraud Revolving Fund from inclusion in the State Insurance Commissioner Revolving Fund, allowing those fees to be retained separately for fraud investigation purposes.

Establishes that fees collected under Section 362 (annual $750 fee from insurers for fraud investigation) that are not transferred to the Attorney General's Insurance Fraud Unit shall be deposited into the Insurance Department Anti-Fraud Revolving Fund and are exempt from standard transfer calculations.

Takes effect July 1, 2013, and includes an emergency declaration to allow immediate implementation.
