ENGROSSED HOUSE BILL NO. 1350 SUMMARY

• Amends 82 O.S. 2011, Section 874 to allow the Grand River Dam Authority (GRDA) to sell electrical system equipment to its customers.

• GRDA sales must be approved by the Board of Directors with an affirmative vote of five or more members, and property must be deemed unnecessary to the district's business operations.

• Exempts these equipment sales from competitive bidding requirements, dollar value limitations ($500,000 annual cap), and compliance with the Oklahoma Surplus Property Act.

• Allows GRDA to sell real and personal property used for electrical substations, transformer stations, switch stations, and similar electrical infrastructure to rural electric cooperative corporations with ownership interests in shared generating facilities.
