Assessment on combative sports events standardized at 5% of gross receipts with a maximum cap of $35,000, replacing the previous tiered percentage structure; professional boxing, MMA, and amateur MMA events have a minimum assessment of $450; professional wrestling events have a minimum assessment of $80.

Promoters prohibited from issuing complimentary tickets exceeding 10% of venue seating capacity, with complimentary tickets above this threshold subject to the 5% assessment; complimentary tickets cannot be given to sponsors or entities providing money, goods, or services to the promoter.

Payment deadline for assessments changed from 72 hours to 5 business days after an event; all assessed revenues placed in the Oklahoma State Athletic Commission Revolving Fund; bill effective November 1, 2013.
