Amends Oklahoma adoption law (10 O.S. 7505-4.1) to require petitioners to file an affidavit demonstrating due diligence efforts when a parent's identity is known but location is unknown before serving notice by publication

Amends Oklahoma divorce law (43 O.S. 105) to require petitioners seeking dissolution of marriage to file an affidavit demonstrating due diligence when the respondent's whereabouts are unknown

Establishes 10 specific due diligence actions petitioners must document in affidavits, including: certified mail to last-known address, contacting friends/family/employers, checking phone directories, using locate services or private investigators, searching social media, contacting utilities, searching property tax records, and searching court records

Requires petitioners to verify in the affidavit which specific due diligence actions were taken before the court will authorize service by publication
